Not necessarily. Bank accounts, vehicles, real property and shareholdings can all be traced, and dispositions made to escape the debt can be challenged. Many execution files are closed without result simply because nobody actually searched for the assets.

How long does enforcement take?

It depends on the type of instrument, where the debtor's assets sit, and how cooperative they are. Attaching a known bank account can produce a quick result, while selling real property at auction takes considerably longer.
